Proposed District Plan

About the Proposed District Plan

We’re reviewing and updating our District Plan. The Waitaki District Plan is the community’s rulebook, setting out how land use and development is managed within our district. It has a major role in shaping Waitaki's future and sets out a framework for managing natural and physical resources in the district.

The District Plan's rules set out what activities you can do as of right (permitted activities) and what activities you'll need resource consent for. These rules cover things like residential development, subdivision of land, the height and location of buildings, commercial and industrial developments, noise and light, protecting heritage, cultural values and the natural environment.

We have been reviewing the District Plan to address:

  • housing supply, choice, and affordability
  • protecting biodiversity
  • growth and infrastructure
  • responding to climate change
  • managing the risk of natural hazards.

The Proposed Waitaki District Plan is now open for public submissions. This is your opportunity to provide us with feedback on what you support or oppose in the new District Plan. More information on how to make a submission, where to find support to make a submission, and instructions on how to use the e-plan submission tool can be found at the links below.

Submissions are open from 1 March 2025 and close on 9 May 2025.

Help with submissions

We understand that making a submission can be a complex and daunting process, so we’re offering assistance through a ‘Friend of the Submitter’. Whether it be how to structure your submission to get your points across clearly, explaining how to make a submission, or explaining the submission process.

The Friend of the Submitter is a fully neutral, independent service and is not a Council Officer. Their role is not to influence the content of your submission, they will only offer guidance to explain the process and ensure your submission is correct according to the Resource Management Act (RMA).
