Council to consider relinquishing Harbour Moorings

At Tuesday’s full Council meeting Waitaki District Council will consider relinquishing the Coastal Consent for moorings in the Oamaru Harbour.

Council is the consent holder for 42 moorings which comes with responsibilities and liabilities. However, Council owns just 7 out of the 42 moorings in the harbour, with the remaining 35 being privately owned. The consenting and ownership arrangements are the only one of its type in New Zealand.

The Council will be recommended on Tuesday to relinquish the consent for the moorings, returning 7 moorings to the Otago Regional Council, who issue the consent, and offering transfer of the Coastal Consent to the private owners of the moorings. This would bring the moorings, consent and responsibilities in line with those elsewhere in the country.

It is proposed that if the transfer of the Coastal Consent is accepted, that mooring fees would not be charged for the 2024/25 financial year and the Consent transfer fees would also be funded by Council.

Should the transfer be completed, safety compliance would rest with individual mooring owners and enforcement would be overseen by Otago Regional Council.
