Amusement Devices

Amusement devices must be registered with WorkSafe by the device owner, after the device has been certified by a registered engineer. The device owner must also obtain a permit to operate from the local authority.

What is an amusement device?

An amusement device is any mechanically powered unit that is used for rider entertainment. These are traditionally fairground machinery which include but are not limited to: Merry-Go-Rounds, Ferris wheels, Roller Coasters, Bumper boats, Bumper cars, Bungee jumping (when a mobile crane and platform are used) Can-Am cars, Indoor go-kart operations, Jet skis (if in a restricted area) Minibikes (three and four wheel all-terrain vehicles).

Land-borne inflatable devices, such as bouncy castles, inflatable slides etc.; and water-borne inflatable devices, such as inflatable islands, platforms and water balls; are not defined as an amusement device in regulations and therefore are not required to be registered. However, operators of these inflatable devices do have duties and responsibilities under the law.

Permit to operate

Before a registered device is operated, you must apply to the appropriate local authority for a permit.

The application to the local authority is to be made on the’ Amusement Device Application’ which can be found under Council Documents/Forms and Applications/Other forms/Amusement Device Application. This must also be accompanied by the Certificate of Registration issued by Worksafe.

Send the completed application form along with each device's certificate of registration, terms of operation, and payment of the permit fee, as specified on the application form to building@waitaki.govt.nz.

A building inspector may need to inspect the device prior to the permit being issued; if this is the case, they will contact you directly to arrange a suitable time.

Fees

Payment of applicable fees can be made by EFTPOS, credit card, bank transfer, or cash. Please reference ‘Amusement Device’. Amusement device fees are set by legislation.
